According to the working process of sac/tc170, it is now proposed to establish sub technical committees (SC) in different fields of the printing industry in recent years, in order to convey the information of the National Standardization Management Committee on collecting and establishing new national professional standardization technical committees and sub technical committees to the industry, and put forward preliminary ideas for promoting the development of Printing Standardization in combination with the current situation and development needs of printing standardization, In order to attract the attention of the industry, it is hoped that enterprises with strength and desire will seize the opportunity, lose no time to respond, and do their part to improve the standardization level of enterprises and industries, and promote the development and progress of the whole industry

in order to make the industry know more about the establishment of the new National Professional Standardization Technical Committee (TC) and sub Technical Committee (SC) by the National Standardization Administration Committee, the policies, requirements and personal understanding of the National Standardization Administration Committee in this regard are briefly summarized

I. the plan of the National Standardization Administration Committee on the establishment of TC and SC

the National Standardization Administration Committee clearly pointed out in the 11th five year development plan for standardization that by 2008, the number of technical committees, sub technical committees and working groups will increase from the current nearly 700 to 2000; By 2010, the number of technical committees, sub technical committees and working groups will strive to reach 2600. At the end of 2006, the National Standardization Administration Committee newly approved the preparation of 135 Standardization Technical Committees (including sub technical committees). II. About sac/tc170

[[sac/tc170]] was established in 1991. It is an important TC organization approved by the National Standardization Administration Committee. It is an organization engaged in national printing technology standardization under the leadership of the General Administration of publishing and the National Standardization Administration Committee. Under the guidance of relevant national guidelines and policies, sac/tc170 is responsible for proposing working guidelines, policies and technical measures for printing standardization to the National Standardization Administration Committee and other relevant departments, organizing the preparation, revision and standardization management services of relevant national and industrial standards in the industry, and is responsible for the centralized management of standardization in the field of national printing technology, including book printing, newspaper printing, packaging printing, bill printing Label printing and other fields with printing as the main production mode; Pre press, printing and post press processing according to process flow; Offset printing, gravure printing, flexo printing, printing, digital printing and special printing according to printing methods; The printing suitability of printing equipment (such as printing machinery, pre press equipment, post press equipment, etc.) and raw and auxiliary materials (such as paper, ink, plate, blanket, film, plastic, etc.) divided according to the control elements of the product printing process, as well as the requirements of the conditions of the printing process and the safety requirements of the production environment; Basic quality requirements, environmental protection and safety requirements, trade requirements, testing methods, etc. of printing products classified by market access

sac/tc170 is the only Printing Standardization Organization in China that has an interface with the printing technical committee of the international organization for Standardization (iso/tc 130). It is an active member of iso/tc 130 P and has the right to propose, draft, review and vote on international printing technical standards. At present, other TC organizations in China's printing industry contact with five permanent working groups (WG) of iso/tc 130 through sac/tc170

III Why should we establish new technical committees (TC) and sub technical committees (SC)

at present, the development trend of China's printing industry is strong, and as mentioned above, printing involves many fields, wide and complex. In terms of the standards required by the industry, there are no less than hundreds of rough calculations, while at present, there are only more than 60 items prepared and revised. If we only rely on the current Printing Standardization Organization and its work, it will take decades to complete the standards of the whole printing system, which simply does not meet the current and development needs of the printing industry. We must mobilize and rely on various forces to improve the development level. Therefore, the best way to realize the leapfrog development of China's printing standardization is to set up a sub Technical Committee at the right time, subdivide the field of printing standardization work, expand and strengthen the printing standardization team, strengthen the printing standardization work, and form a situation of simultaneous development

IV. why can the printing industry only set up sub technical committees (SC)

according to the regulations of the National Standardization Administration Committee, the name and work field of preparing for the establishment of a new technical committee should not be overlapped with China's existing technical committees, approved and proposed technical committees. Therefore, if China's printing industry needs to establish a new standardization organization, it can only establish a sub Technical Committee (SC). According to this requirement, sub technical committees in different fields of printing can be established, such as pre press sub Technical Committee, book printing sub Technical Committee, newspaper printing sub Technical Committee, packaging printing sub Technical Committee, digital printing sub Technical Committee, bill printing sub Technical Committee, post press sub Technical Committee, printing raw and auxiliary materials sub Technical Committee, etc

If the existing technical committees in China have international counterparts, in principle, they should be subdivided according to the technical committees of the international organization for standardization and in combination with the actual situation of our country, and set up corresponding sub technical committees and working groups; In principle, domestic leading enterprises and backbone enterprises should assume the Secretariat of technical committees involving products or closely integrated with the market

VII. Formation conditions

Xi. Relevant policies of the National Standardization Administration Committee on supporting enterprises to participate in standardization affairs
